Simply walk into the nearest police station and ask for a supervisor. Tell that individual that you wish to file a complaint. They should start the process for you. Depending on the department, they will either direct you to internal affairs, or an investigator from internal affairs will be in contact with you. Most departments have 120 days to complete an investigation and have an answer to you.

Before filing a complaint, it is crcial to have your Ducks in a row.
You need to make sure you can prove your allegations BEFORE,
you make them. There's a general rule of Law with good Litigators, " know the answer to the question, before you ask it!.
Get your evidence, witnesses, documentation, etc. together first!
Find out what you can about the Officer, any record of misconduct,or other complaints?, if so, talk to the other complaintants and see if they will come forward to testify or sign a statement. Get any threats,and/or conversations on audio or

Call the police general number and ask, "how do you file a complaint against a police officer?" (I'm guessing that's what you want to do.) They likely have a form for this process. If it's something serious, talk to a lawyer to see if there's any legal recourse, such as a lawsuit.

just give them a call and make the report in """WRITTING" not verbal as nothing will be on file then and make certain you get a COPY of your written complaint. Ask fo your copy before you leave the building then you can check on it occasionally. Without you having a copy for yourself you have NO proof you filed a complaint. Also ask them if they have a stamp that says "filed or submitted" and have them stamp and then date then get a copy for yourself. If they donthave a stamp have someone in the office initial, date and put their rank on it then make you a copy.

What is the complaint? I mean if it is serious than go to the PD and speak with a supervisor. If this is a BS complaint (which s not too far fetched) than forget about it!
Do not get me wrong but if a law enforcement officer has done something truely wrong than it is your duty to report the incident. Bad cops gives us a bad name in whole. But if it is something stupid..................

Police officers aren't bad. Who are you kidding? I think your poor and on drugs. lol The law is out to get you.
Seriously, get your local phone book or call information to get the address and submit it in Certified Writing. File a complaint to the local PD As Well, Certified in writing too. That way if the boss tries to hide it he is in trouble too.
Burn them. I love the Smell of Burnt Pork. Especially nice when they get a free ticket to the slammer. They get them titties tatted on thier backs and called margery!
Good Luck. Get him off the streets. Remember the next time you get pulled over or even walked up to and questioned.... YOU HAVE THE 5th RIGHT TO REMAIN SILENT!!
Don't forget that. They need know NOTHING!! Only your defense in the higher courts need hear it. Meaning if they ask you your name "say the 5th" if they try and push you around then simply just take them down to the dirt! If they pull up on you for NO REASON, TAKE EM OUT!! Save the next inocent man or woman!

You just go to their office, and tell them your story of what happened, and why you are filing the complaint, and they will see if it merits investigating. It is that simple.
