probably not. it depends on where you are located. i've never heard of it being that cheap. if you went to go and get the supplies at the store would cost more than that. save up your money. fyi: peek a boo highlights are not what you really want. highlights are meant for the outer layer of your hair, not to peek through your hair. i've seen them, trust me. get your highlights done right. this is just a fad, that isn't worth trying. i'm in louisiana and we pay anywhere from 50-100 dollars to have any chemical process done.

Ok, thats not enough. And it all depends on how many you want. I get a lot done on my hair, and it cost oover 120 dollars Canadian. You may be able to get...a couple or a few highlights with 20 but hardly anything. And i have never gotten a peekaboo but probably that wont be enough

You could try a beauty school. But do understand that it make take a looooooooong time. They *may* make a mistake, but then they will fix it. It would be a good way to try out some highlights with out a lot of money. Also they sell highlighting kits in the drug stores. You apply the color with combs. It's not nearly as good as foils, but it may be enough! =)

Some stylists will charge by the foil - Usually $2.50 - $4 each in my area - that would work if you only wanted a few. - Don't expect a blowdry and style for that price - If you and your friend go together she could work on one while the other is processing. Good Luck
