Hi there-
Surprisingly it can mean two things:
Red neck: "A popular etymology says that the term derives from such individuals having a red neck caused by working outdoors in the sunlight over the course of their lifetime. The effect of decades of direct sunlight on the exposed skin of the back of the neck not only reddens fair skin, but renders it leathery and tough, and typically very wrinkled and spotted by late middle age. Similarly, some historians claim that the term redneck originated in 17th-Century Virginia, because indentured servants were sunburnt while tending plantation crops."
But in more common day terminology it means:
Redneck, "referring to a particular stereotype of people who may be found in many regions of the United States or Canada. Originally limited to Appalachia and the American South, and later the Ozarks and Rocky Mountains, this stereotype is now widespread in other states and the Canadian provinces. The word can be used either as a pejorative or as a matter of pride, depending on context.
Usage of the term redneck generally differs from hick and hillbilly, because they reject or resist assimilation into the dominant culture, while hicks and hillbillies theoretically are isolated from the dominant culture. In this way, the term redneck is similar to the word cracker."
And yes, Jeff Foxworthy can give you many other descriptions of what life is typically like for a redneck- here is a small sample :)

Well I am from the south and almost everyone knows what people generally think a red neck is.I love to watch Jeff Fox worthy.I think everyone has a little red neck in them but the term first started being used a long time ago people from the south worked all day out in the hot sun which turned the back of their neck red.

Down south people people who worked
outside in the sun often developed a reddish tan on the portion of the neck exposed above the collar of the shirt .
These outdoor workers were first referred to as " red necks "
Red neck has since evolved into a derogatory term meaning "lower class".

I suppose the term could come from white people that worked outside and their neck got burned by the sun. So maybe it's red neck, blue collar and white collar workers. I'm just guessing though.

It's a derogatory term for working class southerners. It comes from the fact that they work in the sun and get burnt on their neck --- thus "redneck".
