Jack Russel terriers are a great dog. A bit over-animate , but very smart.

Pit bulls can be VERY stocky and are short haired. Most do not get that tall either. They kind of look like Rotts, only without the black/tan coloration (and those cute tan eyebrows they have!)

My boyfriend and I got a Puggle about a year ago, her dad was a mini pug and her mom was a beagle, she is pretty small and people say she has some of the pug stockiness. She is the sweetest dog, she loves to play and cuddle. Definately look into this breed, they do vary in size based on the size of the parents though.

Corgis are stocky and stay little... also, check out the shelters for a good mixed breed dog. They will have a good idea on which will stay small and which will get bigger. Give an "unwanted" a home rather than buying one!

They have the black and tan Winnie dogs out there. They are very loyal dogs and very protective. So in a sense you would have a miniature rott.

english bulldog... they stay pretty small...though they are pretty muscular so they'll be heavier. not sure if you'd like em... they are very expensive, so if cost is a problem, check the humane socitiey. I found one for only a 50 adoption fee and it was a pure breed.

i would say a pug .. how small do want because some medium size dogs (20-30 pounds) look like that
