No, only a couple where one of the spouses was a Catholic can have their marriage blessed by the Catholic Church.
A non-Catholic couple chosen not to be a part of the Catholic Church.
However if one or both spouse join the Church then their marriage can be blessed by the Church.

I suggest you go to the priest at your local catholic church and ask him. he will ask you why you wish to have this done. How long have you been married? Was it a registry office wedding recently or some time ago. If you've been married for some time you may want a blessing along with re-taking your vows.
So be prepared to have a clear idea of why you want this, it will make the conversation go better.
If he says no, then you could try your local Church of England vicar who will probably have a similar conversation, but I know there are no rules against a blessing in a CoE church for people who don't normally attend.
Whateve your reasons, I pray that God will indeed bless your marriage.

At the time I was married (many years ago) a Catholic could marry a non-Catholic but not at the altar.

No. Not unless one of the couple is a practising Catholic.
If you are both protestant then you both must convert to Catholicism. But then you can actually get married in church and not just have a blessing.

DUH Katie Holmes was Catholic before she "converted".
So yes if one partner is catholic, the church is usually ok about you getting married in the church.
Now about the "previously divorced" issue - Im not too sure about that since Tom has been previously twice divorced.
Maybe he bribed someone. LOL
