The answers below are correct, it's adding color, by strands or sections that are darker than your current hair color. The only two things I wish to add is that it is done on all hair colors, except the darkest brown, and it's usually done on the under sections of hair, toward the nape of your neck and following your hair line. Highlights are usually down on the 'top' and throughout the crown. It adds a multidimensional color to your hair. No hair color is the exact same shade throughout the head, even naturally. So low lights can make your current hair color that your stylist applies look more natural, or if you want to be more dramatic and use a more contrasting color, it can add some flair or drama.

lowlights are like a hilight but it has to be darker than the base color of your hair. If you have really dark brown hair than something close to black would be a lowlight for you, but I don't really see the point in that. People who hilight their hair a lot will get lowlights because it's looking to blonde or something and they want it a little more natural. A good hilight color for someone with really dark hair is more in the middle-like a caramel color, it's always a little fun to get bright red too : )

Highlights bleach hair (they make the hair lighter)
Lowlights add depth and warmth to hair (generally make hair darker)
I think lowlights look much nicer as they blend in better.

lowlights are a process of darkening hair strands that have been pulled through a frosting cap or weaved in foils. it is generally used on hair that is very blonde (either by coloring or naturally ) to acheive a two dimensional look ---sort of a reverse highlighting only no bleach just color ----------------thanks hope this helps
