Reread the scripture, it says to forgive your brother that mean times EACH DAY. So at midnight the count goes back to zero. Even if he managed to use up all 490 today, at midnight it starts fresh.
Kind of like God does with us, only since he is everywhere at once, it is always "midnight" somewhere for him and he can start the count over again.
