Shopping malls are usually open on New Years Day. If you mean the National Mall and the museums, it's open too.

Most major malls in the area will be open for the holidays as this can be quite a busy time for shoppers which retailers love to see the more the merrier. By the way I have to work most holidays so the least the malls can do is be open for business.

I'm at work right now. I think most of the malls in my area ( I live in VA ) are open special hours for New Years.
