Here you go info its from Toast 7 help:

Copying a BIN/CUE File
A BIN/CUE file is an image file pair that exists as two separate parts, and must be combined in order to create the final file. The BIN file contains the binary data. The CUE file describes how the data should be recorded to disc. These two files should be in the same folder and have the same first names (for example, Image.bin and Image.cue).
To copy a BIN/CUE file to a CD or DVD:
1Click the Copy tab at the top of the Toast window.
2Click the Formats tab in the left drawer and choose Image File.
3Drag the BIN or CUE file from your hard disk into the Content Area, or click Select to add either file. Regardless of whether you add the BIN or the CUE, Toast adds the other automatically.
4Insert a blank recordable CD or DVD.
5Click the red Record button and choose a recorder from the list and optional recording settings, such as "Number of Copies." Click Record to continue.
Toast displays a progress bar and status information as it copies your disc.

No... bin is the image file (which contains all the data)
Both video and audio are in the bin. The audio is usually 1/8 to 1/3 of the total size of the movie.
The cue only offers some information about the image.

Use nero to burn the disc. Open the cue and it will burn the image to a disc.
Just get nero!

THe bin is the whole movie file, the cue is just a small text file that the burner uses to get the settings needed. Take a look at http://forums.afterdawn.com/thread_view.cfm/7976

Usually you put them both in the same folder and open the cue file with the burner.

It may also be possiblr to extract the bin to get the files it contains. On windows extractnow can do this

I have always had difficulty converting Bin/Cue files too. I have Nero 7 and can't manage it, I'll watch this space to see if anyone has an answer, then maybe I'll switch. Sorry.

ASD:
When I try to drag and drop the file into nero, i get an error, does not support or something or other. Do you need to open the cue file separately, then drop it in?

Get daemon tools emulator, its free and mount the image in there,
Once mounted you should be able to convert in any program you like. You shouldnt have to open any bin files.
