A muslim woman is allowed to speak with a Muslim man under certain conditions. First a Muhrim (A man that is directly related to the woman like a father, brother) or Wali (guardian) is present while the man and woman are together or if the woman and man are directly related (brother and sister or father and daughter, husband and wife). In the case of a Muslim woman asking a man in a shop for help, this is ok, giving the circumstances but any other contact is Haram (forbidden).
I always se Muslim men and women ask this question about being in a public place (infering that no sexual intercourse would take place since they are in public) and this is twisted thinking because i have seen many Muslim men and women holding hands, which is an act of smaller zina, touching one another, which is considered a Zina, etc.
Muslims today must know that Zina means much more than just having illegal sexual intercourse, it is a touch, a gaze or anything else that arouses sexual response!

It is permissible for a Muslim woman to talk to a Muslim man if the following guidelines are met:
1. The woman should be properly dressed and be worn Hijab.
2. She should not talk in an alluring voice.
3. She is not permitted to talk about something other than is necessary.
4. She is not allowed to talk about forbidden things.
5. She is not supposed to talk in such a style so that the Muslim guy feels impressed and attracted.
6. The conversation must take place in public or with people around. Being alone with a non-Mahram man is not allowed for a muslim woman.

The Quran never says you can't talk to men and to assume this position would be crazy; men and women conversed during Muhamad's life (SAW) and appreciated each other's opinions. Granted, the discussion should not be about innappropriate topics and you should maintain your modesties. How else are we supposed to interact and integrate into a society where fitna-phobia reigns over your life. Go out and live, love and learn. Use your brain. If something sounds/feels wrong then discard it. Verify your sources from the Quran (and hadith) and have good intents. God forgive me if I've erred. Salam.

i don't believe it wrong to do so. women are people too and have lives they can't be looked at as some thing just walking. if they are not talking about something bad they can talk to men as long is a responsible conversation plus its in public its not like hes going to eat her. but if ur talking about dating or something than no. but if some guy asked a women a question or started some sort of a responsible conversation than i think it would be oki

I think that women meeting men without any purpose is frowned upon in Islam.
Anyway, if you're talking about dating, that's a big no-no. I think Muslims have arranged marriages.
Anyway, I'm not the Expert. Perhaps some Muslim will answer you correctly.

Funny you would ask that. I was just told by a soldier in Iraq, that women hold a low status position in Iraq and if they touch a man in public, they can be beheaded or beaten. I will watch this question.

No it isn't. Muslim women aren't supposed to entract with men (unless they are their mihram i.e. men they can't marry) Unless it is important, like in shops, and common things like that.
