Devices used for communication are "augmentative communication devices", and yes, there are several types that read eye movement. There are speech pathologists who specialize in the use of this technology.
Contact the Communicative Disorders department of your local university, or the augmentative communication (under "speech therapy") department at your school district office. They can steer you in the right direction to find the most appropriate tools for the patient's needs.
