well there is one weapon in Martial Arts that is similar to what Law Enforcement (PR34 night stick or baton) uses and it ewas modeled after a farming implement that was developed into a weapon called a Tonfa This comes in pairs.
The weapons that Elektra uses are called Sai's they also come in pairs the outer curved edges are not exactly spikes but rather prongs that are good for trapping strikes or in some cases breaking another weapon such as a sword by using leverage to snap the blade.
Often, weapons had a very basic everyday use origin (farming, house use, travel) and were developed into weapons that are often used as an extention of the Martial Artist's body. that also means that someone who has trained with theses weapons could also use everyday objects of a similar size in much the same manner
The Bo and Jo staffs evolved from walking sticks, which were often used for travel but also used for the monks to defend themselves. a broom stick can offer much the same basic offensive and defensive techniques if used properly.

The Martial Martial weapon is known as TONFA, a piece of wood about the length of your forearm with a handle/peg on the one end and, used in sets. In the U.S. L/E started using them made of monpack plastic and called them PR-24 and an officer only carry one on there duty belt (witch replaced there night stick). Then some time later ASP marketed them just like there batons..a telescoping model of the PR-24.
In the movie...they are known SAI also used as a set, they come in 3 different sizes, other options include chrome or black and round or octagon models. The two shorter prongs on the sides have an outward bend on the tips (about the last inch or so).

The police stick you are talking about are "nightsticks" or PR34's. The older weapon this evolved from is called a tonfa. It was used to process rice in Okinawa.
The Weapon yous are talking about are Sais. (Yes, Elektra used them, the last time I saw a lot of people ask about them was when the Teenage Mutant Ninja Turtle movie was out.)

Everyone has this covered already. However, you should note that the sai was/is almost NEVER sharpened like in the movie Elektra. The end is blunt and while you could probably stab someone and draw blood, is was mostly a striking weapon with some jabs used rather than a dagger-like thing.
