I have never heard of it and I doubt very much if it would be. It almost sounds like some kind of scam for someone from another country seeking marriage as a means of gaining citizenship.

Here a wedding must be preformed in premises which are duly licensed and by people holding the appropriate authority.
The wedding certificate is signed and witnessed in front of a 'Registrar'.

If both of you have signed, in person, the state required papers, and the signatures have been notarized, you are legally married. After that, you may have any type ceremony you like.

No marriage can be conducted on-line or over the phone.
And proxy marriages are illegal except in California, Colorado, Texas & Montana and they are EXPENSIVE.

no its not legal,because there is no preist or registra present to sign the legal document of your marriage,plus you have to sign it as well.
