You will need to go to the police.
They can access the data, but can't give it to you.
A police officer, or civilian in the police service is not allowed to pass on any data from PNC.
Your insurance company can get basic info about the vehicle, but probably not the owner.
DVLC will not divulge info to you.

We had that and went to the police they have the resources to trace the car and the owner .
