Actually, it was a law enacted in San Francisco to further humiliate the chinese coolies. It happened about the same time that public masturbation by chinese was out-lawed.

I'm not sure but part of the ritual humiliations under Maoism would often involve dragging the victim around the room by their hair. I read a book by one victim and she cut her hair so they couldn't do that any more, her tormentors were livid.
