since long time i realized that i have tanning problem on my neck and on my hands. actually i worked long time under sun.
i wear half sleeves tshirts. so now the problem is my half hands are white and half looks dark. is there any way to receover or get my skin colour back from tanning.

You should not describe it as a tanning problem.
What you have is overexposure to the sun. What is problem on your neck? What is problem on your hands ? do you mean that your palms are white and the back of hand is tanned? I can only answer if I know that. There is a treatment for hands if you have uneven tanning on the back of hands. Add details to your question.

Stop tanning. Do you not know about thymine dimers? That's what forms in your DNA when exposed to solar radiation over prolonged amounts of time. And do you know what effect those have on your health? It causes skin cancer. Just let the tan wear off, it's not worth extra exposure.

Go to the store and buy Sally Hanson's "Airbrush Tan." It is an instant tanning spray that gives color lasting for about two days. It looks very natural. I use it on my face and neck.

I would worry more about melanoma then an even tan.
