It depends on the state. Each state will have to follow their local blue laws. Some states cannot have liquor stores open on Sundays or any holidays. Also, some stores, if they are smaller, may just opt to stay closed at their own discretion today.

No- It is a national holiday in which most businesses including banks, post offices and liquor stores are closed. If you want beer, I suggest you to a bar. Restaurants and bars however remain open.
