Big Block of Ice and a House fan.

Set the fan up in front of the ice and the fan will suck in the chilled air around the ice block and blow it out. It's an air conditioner and it's eco-friendly.

You need a compressor, heat exchanger, fan and stuff. Before CFCs the early refrigerant used was ammonia. Much more harmful to people in an enclosed space but kinder on the environment.
