wide number of reasons for this. mine are:

-he is claiming clothing and parts of the house as his
-showing his dominate assertive side
-he likes you
-he is stressed
-needs to be taken outside, puppies can go to the bathroom a 4 hours or even 1 hour after they eat or drink

a puppy pad isnt going to do much if you dont teach him he has to go outside to do his thing.

He's still a puppy. But I think he doesn't understand what he's doing is wrong. You must take him on walks often, to help him get used to peeing and pooping on the soil. Maybe he can't distinguish his pads from your clothes, or he just likes to find clean places to poop.

I would take him to the vet. My puppy eats cat poop ; maybe your dog likes his own poop? He may have a bladder infection.

what is your reaction to him when he does this? maybe he first dragged it in to mark his territory, and he liked whatever reaction you gave him (like sent him outside, took him for a walk, etc.) so now he's doing this because he wants you to do that again.
