Yes and no. Yes, there is increase in crime rates in several urban - particularly cities and metro - areas, but, the police is dealing with them satisfactorily in spite of their problems of over work - having to cope with the security for VIPs visits, terrorist monitor, etc in addition to routine patrol and investigation of crimes...
The law and order problem is not exclusive to India, though its intensity has increased by cross border terrorists finding inroads into several organisations - in various names including human rights people, religious schools, social outfits etc...
Further, increasing problems of unemployment due to - what experts like Dr Swaminathan would call - jobless growth, cut throat competition in politics and trade (of course religious, linguistic bigotry etc have their fair share) ... etc., have also caused an increase in crime rates...
Further misuse of police wings by ruling parties to do away with their opponents - by foisting criminal cases on them etc - also add to the strain of the police force... Beyond all these, there is the ubiquitous corruption at all levels - police not excluded - that affects fair and speedy investigations... But there are lot of dedicated and effecient police officers at higher levels who do their best and the people still have faith in the police, by and large..
So normal life is not affected to the extent it is sought to be projected in your question... By the way, what news paper / TV channel are you following... be careful about the over dose of imagination in most of the news, particularly the crime watch columns...!

Dr. Taslimuddin, Dr, Sahabuddin, who
guide our front line leaders to do criminal
acts.
These white collared/ sareed leaders have employed
these criminals as sharp shoooters like Dawood
Ibrahim or Chota Rajen engaged criminals
for killing.
These leaders may pretend to be honest and soft
spoken, but they are the worst criminals than Saddam,
who are killing people everyday due to hunger and
poverty, and price rice and yet they do not admit.
Saddam had the guts to say that he killed 140 Shias,
and for which they got him killed by hanging.
Mulayam, Raja Bahiya, Deve Gouda, Karunanidhi,
Vilaas Rao, Buddhadev are bigger criminals.

Law & order situation is always on the downward fall in reality. The crimes are not reported, most of the times the FIRs are not lodged by the police to impress their bosses to show that the crime graph is going down.

When criminals are taking seat in the cabinets and legislatures how can we expect a better law and order situation. It need a political will to ensure law and order and also political parties in particular and people in general should exhibit their will power to end criminalisaiton of politics and public life.

People, by and large, are law-abiding. The criminalisation of our polity is so complete that those who earn money feel that they can do any thing like murder and get away with it.
