Depending on where you are downloading them I am guessing they are in zip files, you need a program to unzip them (Win Ace,Win zip,Win rar, etc). (If not in zip file then just follow the steps)
Then copy the file go to
Control Panel
Appearance and Themas
to the left you will see "Fonts"
Paste it in

If you got the font in a Zip file, download WinZIP and unzip it to the desktop. Press Ctrl+X. Go to C:\WINDOWS\Fonts. Press Ctrl+V.
Click on the File menu. Select Install New Fonts. Select the fonts in the upper box. Click OK.
Restart all applications (maybe the computer itself !!)

copy it to fonts directory in windows folder and then go to start /settings /control panel/ fonts and the from file menu choose option install new font and then select the path and then the copied font file and install it.

the .ttf file goes in the fonts folder in the control panel.
