No lights denotes you are out of the city and suburbs and in the country where you can use your high beam as long as you dip them to oncoming traffic

In America it is due to Homeland Security and the State of the Nation. The feds want to promote life on Mars and and so are cutting back on hydro for the poor people!

once you leave the cities it is standard just car lights
