Unless your parents have asked you to help them in this situation.. then.. it is none of your business so you need to stay out of it all together.
I know, it is very hard to do, it is hard to stand by and watch. Should you feel your parents would like your help be sure to ask them straight out if they would like some help from you in the matter.
Then call a family get together with all in adults attendance and don't skirt around the issue... Come straight out with it. By having your parents there you will not be caught in the middle.

Your parents prolly help them cause of the grandchildren. They prolly dont want those kids suffering cause your brother goofs up. So short of him and wife growing up nothing you can do but smile and be happy that those kids have your parents looking out for them.

your parents have to stop letting it happen. you cant do a thing to stop it and as long as your parents give in to the "scabbing" it will continue to happen

I think it is up to them to put their foot down on this subject.
If you don't want to have a falling out with your brother, leave it up to them.
