you have to let the dog know that you are in charge. this may sound a little absurd, but if need be, put the dog on it's back and let it know that you are the boss. if you are holding a leash, there's no real reason you shouldn't be able to over power the dog. if you have to drag the dog, then so be it. it will get tired of being dragged around and will learn that when you have the leash, you are in control and the dog will have to do what you want it to do.

Its dog relationship problems you have ! What is the tone of voice being used, the body language etc? Watch what the son does, listen to the tone of voice and try to copy the style. Also use a reward system. Wait till mealtime when the dog is possibly hungry, have a few treats ( small dog bits in the pocket, ) encourage the dog with these to walk with you on the leash. even a few steps forward are to be rewarded and praised. Eventually your patience will be rewarded.

try a pinch collar! they are available at pet stores -- but are kept behind the counter because they look sadistic. they are not as bad as they look - they simulate a mom biting a dogs neck. walk with the dog on a pinch collar for 5 or so minutes at first. the dog will find it very stressful when you start, so you don't want to go far at first. when the dog begins to get used to how it is expected to walk, it will become easier (as she doesn't want the collar to pinch), and you can go for longer walks. soon, you won't need the collar. it has helped me tremendously with getting my dog to walk better.

Have food in your hand & reward the dog every time she walks forward to eat the food.
Try & be patient. Dogs stress as much as we do in situations like this. They have to understand your command in asking them to walk forward. Goodluck

i think you have to build a better and stronger repoire with the doggie. probably she feels more comfy with your son than her, so thats why she listens more to your son. by fostering a stronger relationship, she'll be more willing to listen to you, and even want to please you as she feels that you're her master. yep! spend more time with her, pamper her. :) hope this helps!
[as for the answer above] the reward trick helps too, but don't overdo it or the doggie would develop the habit of not doing what she's told to unless she could see that she'll be awarded. verbal praises would do fine! :)

it may actually be the sound of the voice...
she may be talking too much and not being commanding enough for the dog to respond to her.
even if your daughter in-law gives the dog treats, it may not respect the commands.
she needs to show that she is alpha.
