Yes, it does work to lighten -not sure about the dead skin cells.
For dead skin cells, you can use a sugar rub or salt rub. (Mix sugar or salt with water, then apply to area and rub in until dissolved)

it works if you mix it with baking soda.... but you have to be very careful with sun exposure when you use it, it can leave you stains.
