That's totally normal. He will eventually get used to it. Make sure you check it every week to make sure it is not getting too tight. They grow fast. You always want to make sure you can fit two fingers between the neck and collar, if not, it's too tight and and if you can fit three or four it's too loose.

I would think about what's different about this new collar? Is it made from a different material than the previous collar? What material was the previous collar made from? If it is different, maybe that's the problem. In that case might be a good idea to go find a like material for your puppy. I have a Lhasa Apso and he is pretty sensitive. I use a rolled leather collar and he is fine with it.

Your puppy is scratching at the collar because it is not used to having the collar there. When it gets used to the collar, the puppy will stop scratching, unless it is too tight/ too loose on it.

Sometimes it takes awhile. The longest I have ever had a puppy complain was 2 weeks. But they get used to it. But make sure you can always get a fiinger or 2 inbetween the puppy neck and his collar.

Yes he will it will just take awhile. Some times if it is too tight it will bother them.
Watch him if he is scratching allot he may take the hair off from that area and you may need to try a different one.
When my dog was a pup we had a metal collar and he took his hair off so we went to a cloth one and he was fine

Yes he will he just has to get used to it. He has never had a collar on before and its quite strange for him. Just make sure you don't have it on tight, make sure you can fit two fingers in between him and his collar easily, if not then loosen it a bit to make it more comfortable.

Check if it's too small. If it isn't, then just ignore your dog because it's totally natural. My puppy keeps scratching and whines and literally SCREAMS until I give her a shake to tell her to shut up.
