If you're being harrassed, you need to:
1) Document everything he's doing and what date/time it occured.
2) As soon as possible, tell your landlord what he is doing and why it qualifies as harrassment in your opinion
3) File a restraining order against him in order to force him to stay away from you (and this protects you later in court if he keeps it up). Usually costs about $35-50, and you can do it yourself
4) Next time you feel threatened, call to the police to document on their records a "call-out". I know that they'll just tell you it's a "civil" matter and they can't do anything unless he touches you, but at least you'll have documentation of prior trouble occuring and a "call-out" response being made
5) Make real attempts to avoid him if possible
6) Talk to an attorney to see what your options are (if your landlord can't resolve the issue)
7) Finally, I believe that if you feel you are living in a "hostile living environment", you will be able to terminate your lease prematurely without penalty

Talk to the landlord or apartment manager about the problem and please calm down.
Also, write a letter to this person that you want to beat up, be as frank as you want to be but do not give this letter to the person. You can also keep a diary of the situation just in case the neighbor does something that warrants a call to the police.

Firstly I would pray for the grace of God not to take any physical action on this fellow, you will feel better about it later that you handles the issue in a civil and legal matter. Firstly speak to the Landlord express your concerns, I would also contact the police and make a complaint so that they have you on record as being harrassed and not vise versa. Good luck and I certainly hope you do not have to relocate.

FIRST,u need to go and talk to the person bothering/harrasing u ect.. and talk to them and ask y are u doing this
Next,if they do not talk confront them again
last,if this person-s- is still harrasing u or botehring u then u have to call the cops bc that is just going a little to far

cant yuo tell the landlord? if it's that bad that you wanna kick his butt so much then maybe it's something you can complain about if it's an apartment. Cant really advise to well without knowing the problem. I'd try ignoring the guy completely but..doesnt seem like that would work.

If there is no way to settle your issues with these people then if I were you I would order pizzas to be delivered to their apartment and I would put dog crap in a bag and put it by their door and set it on fire and when they try to stomp it out they would get poo all over their feet and I would urinate on their door when they arent home and I would write letters to them like spaming and telling them they owe money on things. Theres always something you can think of without violence. I think I would also fart everytime I had to walk by them. Rip a good one!

tell the landlord. That way, if the prick doesn't stop disturbing you, you can blame it on the landlord and be able to legally break your lease or maybe even sue the landlord.
Make sure you do all correspondence in writing, and save copies.
By the way, what is your neighbor doing?

I had the exact same problem. I fantasized about beating up the horrible witch above me for the intense nonstop harrassment.
I had to move out. It was the only way to stop myself from possibly killing her. You need to move out now before you get into trouble.

Get some therapy or anger management classes; or maybe you won't have to pay rent, and you may end up with a 300 pound room mate named Bubba who thinks you have a cute butt.
