Red Hat, And uhh any Linux distro can, you just need to config your sound drivers and get a media player like foobar2000 or winamp.

While most linux distros remove free support for mp3 codecs for proprietary issues, they still have limitted support from various open-source programs like amarok, xmms and kaffeine.

Here are some linux distros which have full support for mp3.

linspire/freespire
fedora core v6
mandriva

Ubuntu and/or other debian-based distros require you to download codecs from their support sites.

I almost forgot, ogg vorbis is now the fully-supported media of all linux distros.
