Its a safety precaution. They could have their toes stepped on, stubbed, drop something on them etc. Also, do you want to eat food brought to you by someone who's feet you can smell?

Because the workman's comp insurance provider will not cover an incident where the person was not wearing closed toe shoes. Reason being it's a safety issue. Just think about the times something fell on your foot or you tripped wearing open toed shoes. Get the picture ?

LOL -- I did see in Vegas where a couple of the cocktail waitresses were wearing open toed shoes.
Also at Disneyland (back in the '80s) there was a restaurant in Adventureland where all the waitresses wore open toe shoes.

Here (Netherlands) they can, and I've seen it in the US too. Many people, especially in the US, don't like feet, but feet in sandals or completely bare normally will not smell (it's what bacteria do inside closed shoes that causes the strong smell, not sweat itself). Nor will bacteria from the foot jump onto anyone's plate, unless they'd put their foot on the table! So I'm sure most US restaurant owners make their own rules for their employees. But it seems that at least not all states require it by law.

Definately a safety procaution. For instance if broken glass were to shatter you would be a lot safer with closed in shoes , plus it loks more clasy. usually at work teachers like myself are always suggested to wear close din shoes purely for safety measures :)

Because some people don't take care of their feet and have fungus and just as a precaution they make them wear closed toe shoes.
