Yes, Jizyah is good because non-muslims who pay it is protected their properties and lives and they're also excluded from serving in the army while other muslims are required to.

Nope, it's been replaced by other forms of taxxation... Though in the various muslim nations I suppose one could consider taxxes to Muslims zakat and other people's taxxes jizya, but it's just semantics.
