Logically barren land. But you know what these industrialist who want to set up industries in SEZ want only fertile land.As it is India is facing a big food shortage and if all the fertile lands are given to SEZ's what the hell we will eat? TVs. DVD players or cell phones? The governments should come out this craze for SEZ's think about agricultural sector. If there is no food what the country will do?

Theoretically and rationally barren lands not suited for economic cultivation are best used for any non agricultural purpose, like industry, trade, civic uses...
But the economic zone have also to take other things into consideration - the proximity of inputs for its use - processing, value addition, etc - the transportation, the energy, water availability etc ...
If barren lands are available near such vantage points definitely they should be utilised but if they lie in remote places, they may not be suited for sez... So it depends...
But in these days, even where a better alternative is available the politicians and bureacrats tend to deviate from the principles under some or other pretext - however weak and unconvincing -in order to please powerful people with vested interests for the sake of some political or personal gains... The case of right decision is only by exception, in most cases...

Barren land. But then, even that belongs to some one. How you compensate and what is the cost of building infrastructure, there.There are many issues involved beside acquiring land, for the purpose of setting up SEZ. The best solution is to declare the entire nation as SEZ.

Is should be baren land ideally... But it is not that easy.. then you would ahve to locate all your sez to Rajasthan's Thar desert.. there should be a trade off between these two.. i.e. baren ad the fertile land..

Of course bar en land because Special Economic Zone is meant for upliftment of society as a whole.
Entrepreneurs do look into their own interest above then society therefore actual service to people given through SEZ is kept in last as compared to Organisation and politicians interest .
The competent Organisation is not getting facilities provided by Govt. but whomsoever take care of personnel interest of Industry Minister is getting approved their Project easily.
Programs developed/impemented by the Government for downtrodden is actually serving high profile people not the citizens of India.
