Shepherd's pie uses ground lamb. It's cottage pie if you use ground beef.
Cottage Pie
1 lb ground beef
1 pack onion soup/dip mix or 1 small onion chopped and 1 tsp beef bouillon
1/2 C water
1 lb frozen corn
2 C mashed potatoes, fresh, leftover or, if you must, from potato flakes
1/2 C shredded cheddar cheese (optional)
Brown beef and pour off excess fat. Add water and onion soup mix or onions and bouillon and simmer until onions are soft. Meanwhile cook your veggies until just underdone. Put beef onion mix in the bottom of your casserole dish. Then layer your veggies. Spoon and smooth hot mashed potatoes over the top of the corn, or slice cold mashed potatoes and lay on top of veggies, leaving a hole in the center for venting. Bake 350F for 30 minutes. Remove from oven and top with cheese. Bake for an additional 10 minutes. If the cheese hasn't browned, broil for 1-2 minutes.

Do not use beef. That's blasphemy. A Shepherd keeps sheep. A true shepherd's pie uses left-over roast lamb or mutton which is minced up together with onion and add salt and pepper to taste. Combine it with the gravy also sometimes leftover and put in deep pie dish. Top with a layer of mashed potato and a couple of dots of butter and bake about 350deg until golden brown. It' so simple and tastes great.

Here is a basic recipe for a simple ground beef Shepherd's Pie.
1 1/2 lbs ground round beef
1 onion chopped
1-2 cups vegetables - chopped carrots, corn, peas
1 1/2 - 2 lbs potatoes (3 big ones)
8 tablespoons butter (1 stick)
1/2 cup beef broth
1 teaspoon Worcestershire sauce
Salt, pepper, other seasonings of choice
1 Peel and quarter potatoes, boil in salted water until tender (about 20 minutes).
2 While the potatoes are cooking, melt 4 Tablespoons butter (1/2 a stick) in large frying pan.
3 Sauté onions in butter until tender over medium heat (10 mins). If you are adding vegetables, add them according to cooking time. Put any carrots in with the onions. Add corn or peas either at the end of the cooking of the onions, or after the meat has initially cooked.
4.Add ground beef and sauté until no longer pink. Add salt and pepper. Add worcesterchire sauce. Add half a cup of beef broth and cook, uncovered, over low heat for 10 minutes, adding more beef broth as necessary to keep moist.
5 Mash potatoes in bowl with remainder of butter, season to taste.
6 Place beef and onions in baking dish. Distribute mashed potatoes on top. Rough up with a fork so that there are peaks that will brown nicely. You can use the fork to make some designs in the potatoes as well.
7 Cook in 400 degree oven until bubbling and brown (about 30 minutes). Broil for last few minutes if necessary to brown.
Serves four.

OK- Brown the ground meat with the chopped onion. Cook it enough so that the juice is evaporated and only the fat is left. Pour off the fat. I use beef broth but you can use water. Add enough liquid to cover the meat well. Simmer for about 20 minutes. Then thicken with cornstarch or a Bisto/cornstarch mixture. Pour into casserole dish. I use frozen peas but you can use any vegetable you like. Add those. Then top with dryish mashed potatoes. Bake in a 350-375 oven until heated through. If you want brown on top you can scratch up the surface with a fork and add pieces of butter to help it brown. My children learned to make this before they were 10 years old. Very simple once you get used to it. You can make the meat part as runny as you want by adjusting the amount of liquid and the amount of thickening agent.

1 - Add a tb spoon of oil to a pan, add 1 onion until lightly brown
2 - Add ground beef
3 - Peel potatoes/ Put them on to boil
4 - Drain juice from meat - (when browned)
5 - Add Worcestershire sauce for great flavor to meat! As much as you like for taste value.
6 - Add 1 can of beef gravy and let Simmer
7 - Add a can of mixed peas and carrots (Or corn)
8 - When potatoes are soft, drain and mash (add a dash of milk and lots of butter)
9- Pour mince in glass bowl /cover with mashed potatoes
10 - Cook at 350 for 30 Min's
11 - Sprinkle grated cheese over the top and cook until melted!
12 - Eat up, this should be yummy!
This is the true English way to cook a Shep pie!

shepherd's pie is a fun dish, and now KFC is making their version of it (and it's pretty good, actually).
although shepherd's pie is traditionally made with lamb and cottage pie is made with beef, the generic name for this style of dish is shepherd's pie.
basically, it is a layer of cooked ground beef, a layer of corn and a layer of mashed potatoes, all baked at 350 for about 30 minutes, or until the top of the potatoes is golden brown.
peas are a common replacement for corn. you can also substitute chopped up chicken for the ground beef.

this is the quick and dirty method of Shepherd's pie
brown hamburg and a bit of onion and garlic, drain fat, add a can of cream of mushroom soup, stir in the soup heating through. Pour mix in bottom of desired baking dish sprayed with cooking spray, pour over 1 or 2 can green giant corn kernels and one large can of creamed corn, over this dollop mashed potatoes (I use leftover whipped potatoes, made with butter cream and bit of garlic) by the large spoonful, spread evenly. sprinkle with cheese, if desired. grind some salt and black pepper over the top, maybe paprika if you feel like it. cover with foil and cook for 30-40 minutes at 325, take foil off and broil for a few minutes, remove from oven and let stand for about 10-15 minutes for the pie to set...tastes good right away but always tastes better the 2nd day.
