A bowling alley, a skating rink (or ice skating rink if possible), a day at the movies then out to pizza, a themepark or amusement park (if it's not super cold where you live), a picnic (once more, not cold), an indoor, heated pool... Just look around and see what's around where you live. Maybe even an aquarium or museum would be cool if you and your friends are into that kind of thing. Some kind of game place or arcade would be cool, if you have Fun Adventure, Fun Expedition, or Chucky Cheese.

she could have it at the movies( if so check w/ parents to see what they can watch)
at a resturant - maybe let the birthday girl chose (this could cost alot)
maybe if she likes iceskating or rollerskating
h2o asis is fun but that will also cost some
swimming is a blast
well thats all i can think of right now i hope that i helps and that the party is fun

Bowling ally, Chucke Cheese, skating rink, tobogganing hill (that is always fun... if there is snow), laser tag, arcade, movie theatre (you can get a room, popcorn, cake and the works in a package deal), or (if it is warm) it can be fun to go to a large playground and have a picnic :)

could be expensive but a roller skating party would be cool or if she is into the zoo and theres one in your area most of them have set-ups for parties. gone are the days when a kid would be tickled to have party at the house although if they are all girls a slumber party would be cheaper and if i remember those used to alot of fun!!!

Is she paying for the party? If not, I'd say the parents get to decide, presuming that they're the ones to foot the bill.
