Well its depends on ur country law coz u can have b/f who is around ur age or its not allowed as well so first u have to find about that then on ur question well i think if u r looking only friends then it can be till 19ys old its ok but older then that can be just for fun & time pass so its up to u that how do u wanna move & if you r looking more then friends then go for 17 or 18 not more then that coz they have open hand on u then ok best of luck but my personal dont do it rite now waite coz its ok till u grew up till 18 then its the best time to find thats who really love u ok.
