The only method that I know of that is safe and non-surgical is to use things like lemon juice. The acid in the citrus makes the skin tighten, but you should probably consult a doctor before you try it. The doc should be able to give you some useful methods of applying this method.

A couple of questions for you:
Did you loose the weight rapidly---say in a period of 1 or 2 months?
Did you do toning excercises while you were loosing the weight?
How are your eating habits?
If you loose weight to rapidly it can cause your skin to sag, if you did not tone while you were working out you would definnitly have saggy skin. You can not exactly loose that saggy skin, other than surgeically. That skin there is memory so that when your body starts craving more or if you gain weight the fat will fill back in whether than stretchign your skin more.
