Yet another ancient riddle. And the answer is room 3 since lions will die if they haven't eaten in 3 years. Probably in 3 weeks really.
However, room 2 is an option. Perhaps the assassins are dead as well. You just say the room is full of assassins with loaded guns, not whether or not they are still alive. But if they are dead it doesn't matter if the guns are loaded or not.
So just for the heck of it, I will change my answer and say:
ROOM # 2 is the safest.

He opens the door of the raging fires, then opens the door across the hall (i.e. the room with the lions) and then you let the lions (if they are still alive) run into the room with the fire and die. Then he can get into the room that once held the lions and live there happily until he dies.<333

The third one, in my view...because, there will be no living lions in that room, since all would be dead now, because of no food for 3 years.
