Some places will allow dogs and other places won't. When allowing a pet into a location there's probably a lot of concern raised about liability and insurance policies, as well as their products.
For example a furniture/clothing store won't allow animals in perhaps because they are concerned that pet dandur will get over the furniture (even if your dog is in a bag) as well as pet allergies to employee/customers. They are just looking out for the wellsbeing of others as well as their employees.
Other places will allow pets because perhaps they don't have these worries or concerns. I know my auto dealership where I get my car fixed allow dogs to come in and wait with you while they service your car. I probably will bring my dog in because she's a puppy and it's better than leaving her alone @ my apartment for 4 hours alone.
If you want to take your dog to a certian place you might have to call them and check ahead of time to see if dogs are allowed or if they're not allowed. It will save you time from being kicked out ofstores that don't allow pets (without a sign). Another option is to just go and see if they will allow your dog after looking at him and seeing how he is in a bag with his head out (since there are no signs).

I don't think it would be too bad if you have the dog in the bag, especially if it's a little dog. Hey, maybe the store workers won't even notice. It all depends on the people working there. Some will let it go and some just want to be a pain. and you won't get in any serious trouble. it's not like they're gonna call the cops. just ask you nicely then ok. but other than that, nah nothing will happen if he is under control. You actually have him under more control in your bag than most people when they have they're pets on a leash.

I hate to throw a damper on your question, but if a store has a sign posting "No Dogs,",it means no dogs. If the store were to let you bring your dog in in, then other people would want to know whey they can't bring in their 15 or 20 pound dog.
Some people are allergic to dogs, as well, and stores have to draw the line somewhere, so rather than state no dogs over a certain weight, it's easier to post a sign stating "No Dogs other than Service Dogs."
The manager or owner also has to consider his liability if something were to happen to you , your dog or another customer. No dogs, means exactly that. No dogs. It's the law.

Plus, unless you want to be some super star, Paris Hilton wannabe - you'll realise how stupid it is to put a dog in a handbag. They have feet, they aren't meant to be carried around in some girls purse.

I have a three pound poodle and I take him every where with me (except grocery stores). Most stores dont mind as long as he is clean, quiet, and stays in the bag.

I have a 6 pound 5 month old Bichonpoo and I take her into many stores. I just carry her in in my arms. Most store owners and managers don't say anything. She is so cute they just want to play with her.

As long as there is no sign posted there should be no problem. Most workers in any store are always happy to see a pet.

Some places will let you, if there's no sign posted. Don't try it if there is a no dogs allowed sign. My Toy Fox Terrier has come with me to Home Depot, Best Buy and the mall. She loves it.
