I think you need to define "commitment." Do you want to get married? Is that the only form of commitment you believe in? Cuz commitment is him coming home every night. Commitment is paying bills, taking care of the child, sitting on the couch with you, putting up with PMS, helping out, listening, and BEING there. You might be getting the cold shoulder cuz he isn't ready to make that marriage move.... and he is feeling pressured to do something he's not ready to do just yet. Maybe he thinks you don't appreciate the commitment he HAS made to you. At some point down the road, you can show him the advantages of being married... the social security it will provide you... as well as your child... should something happen to him.... the questions your own child will answer when he/she grows up.... all of that. But you need to redefine commitment. He sounds like he is already committed to you... you just don't know it.

first off he has commited to you if you live together and are raising a child. What he hasnt done is commit to you legally. I am assuming he is not dating other people while living with you. SO your question is why isnt he willing to make this legal which could be a lot of things. He may feel he was trapped into the relationship, he may feel its his last hold on being free, he seems confused. Instead of talking to us about this talk to HIM. Make sure you tell him you know he has made the emotional committment that you are just asking about the legal one. Tell him why its important to you and your child.
