We already have time machines. You can take a subatomic particle and accelerate it to near the speed of light. These particles will then decay at a different rate than they do at rest. Thus, they are traveling through time at a different rate than us.
Now, if the question is, can you get a person to travel through time, again, we know how to do it, except we are limited in technology. All we need to do is go fast enough to approach the speed of light. As you do that, time slows down for whoever is going that fast. Thus, you can travel far into the future (and hopefully have a way to slow down).
Now, as for traveling into the past, there isn't any good answer on that. Some of the physical laws of the universe do not operate the same in reverse. Thus, there is no requirement that time be able to operate in both directions.

They actually are building one.
I remember seeing on a program about this on the BBC. A scientist from America and one from Cambridge UK have used a lattice of medical lasers to accelerate particles to near light speed.
As natures laws do not run in reverse, then if a time machine was built and it was fully operational, people would only be able to come back to the point when the time machine was first invented. Handy perhaps if you live in the year 2300.
The goal however for the scientists was the fact that if a time machine could be made, then it might not transport anything, but information could be sent back from the future to today. Even this would be powerful. a blueray disk of data could be sent back to this time from 2487 with warnings, technology, cure for cancers etc.
Think of that!

Here is a potential problem with your dream
If you went to 2003 tommorow there would be two of you there the one having a good time like you remeber here today. and another one trying to have a good time but after a year when you go back to 2003 for the second time there would be 3 of you etc

I will meet you in december 2003 and take you to Jan 2003 - you'll have to kill the previous you and take his place before embarking down the perpendicular timeline and you'll need to do that each time you wish to relive 2003.

By the pile of answers you have gotten, you can realize now that you can not go back to year 2003, so why do not you try to bring year 2003 to you, repeating waht you were doing then, or mingling with the people you were then, or being in the places you were then?

To build a time machine (With existing knowledge) you need to line up about 12 large stars and spin them along the same axis. The gravity will be so immense as to pull you backwards or forward in time depending on your location relative to the centre of the star. On the down side you get crushed to your component quarks.

Well you need quite a few things.
Ship, the power of a billion suns, exotic material which can cause antigravity allowing the wormhole linking two space-times not to collapse in the center, and of course your wormhole. For all this it might help to have a little bit of money as well.

time machine wouldnt help you here, as, if possible, your younger self would exist at the same time and you may p*$$ yourself off. have a talk to friends or family, we all have someone or something worth holding on to. Good luck. (you judged 2007 a bit quick you might want to give it a few more hours!)

Since we haven't met anybody from the future I doubt a time machine will ever be invented. As for you wanting to live in the past, I can understand. I used to want to do that as well. You need to find a reason for you to live now.
