I am very sorry to see another of your pointless questions.
In fact, police chiefs are most often college graduates with Criminal Justice degrees, as well as managerial, budgetary and other complex skill sets.
I bet the dumbest police chief out there is smart enough to have caught you doing whatever illegal thing you think you're entitled to do...
