I have a mini-Dachshund (male),I would love to get a cat,but he won't let one stay around, he tries to kill them, or runs them off.

You can't break him of that. As long as you have the dog, you will not be able to safely get a cat.

Ok , first forget all that you read. Any behavior can be trained out of a dog. First you need to make sure you are the dogs pack leader, not the other way around, when you walk him, does he lead, or do you lead him, can you safely take his food, toys, ect, aways without any growling. If the answer is yes to these questions. Then you're in good shape. If not, these things need to be addressed first. After you have obtained pack leadership, then and only then think about a cat. I say cat, not kitten. That will be later.
Find a cat at a local shelter that is calm and not afraid of dogs to begin with, they are out there, just takes some looking. I have 3. Then bring the cat home in a cage. Introduce them while the dog is on a leash and the cat is safe in the cage. When the dog shows any sign of agression, pull him back with a little jerk of the leash, use a command word or sound of your choice, and put him in a calm submissive state, laying on his side or back with no sign of tension. make him stay there. When you have achieved this over and over, by walking him around the cage and laying him down next to the cat (in the cage), you can start rewarding with praise, not treats. This will take a little time and lot of patience. when you can walk him up to the cage and he just lays down, you have it licked, the cat is now the pack leader. I dont suggest letting them loose together for a few days until you are sure he is over his aggression. Keep them seperated for a bit and bring them together only when you have him on a leash.
It will happen, they will get along and he will stop trying to kill anything. I suggest the show Dog Whisperer on National Geographic.

There is a difference between cats outside and cats that live with you. Adopt an older cat, not a kitten, but not too old. One that is "fully armed", has all its claws. And one that has been around dogs before. At first, keep them separated, in different rooms. After a couple of weeks, you can start letting the cat out to explore, but keep the Dachsie on leash. Start letting him check out the cat while the cat can be kept safe. As they get used to each other, they will adapt.

We made our Alaskian malamute wear a muzzle during the times the cats were introduced. (Don't leave a muzzle on for more than a half hour, and not without you watching them)
Then we held the kittens, and when she reached for them, we said "No!" in a really loud voice. The mal grabbed one of my kittens once, and that is why we went so far in the training because once they get a taste for hunting....
We also use a water bottle. If she chases or bothers the cats, we spray her. Its better than trying to yell/run after them. We also spray the cats if they get on the counters or start trying to bother the dog. Its plain water in a spray bottle that has never been used for chemicals.

IMO-since you made the commitment to the dog first I think you will have to be happy with a cat less home. I don't think you can train out an instinct.

Obviously you did not research the Dachshund breed. Looks like he is displaying typical behavior for his breed you dummy.

these little dogs were bred to hunt and kill.. dont get a cat.. it will be too much work if he isnt young enough to train properly and once they have killed its VERY hard to break

almost all dogs love to chase cats if they could.my poodle used to try;but on the lease could;nt...now he lives with3 cats and they all get along.....it took a couple of months though,,,,,lol

It is either one or the other! That kind of dog don't really go good with any other animals!

Introduce him to a really mean kitty. Let the kitty have her way with him. Then he might learn some respect.

Just get a cat. He'll get used to it.
