It is just that when it comes to sports and regions, champion ships are categorized on a geographical continents -basis. Israel doesn't recognize itself as an asian country, and nor is the "middle east" a continent, so israel follows europe. This fact is also very political due to the israel's bad 'reputation' in arab countries, remember that sports are very public (people related) events, so arab countries dont compete with israeli so that not to offend their people, although most arab countries now have business (peace) agreements with israel but this is usually concerned with the private sector and is all about money, and the ppl don't have direct knowledge of these things through the media.

The Iran's, Lebanon's, Syria's, Pakistan's, Iraq's, UAE's, Saudi Arabia's, and Malaysia's of the world, and so on and so forth, would never allow Israel to compete in Asian competition. Frankly, I see it as their loss, since Israel isn't what one might consider to be a sporting powerhouse and by competing in athletics against Israel, these countries would have an international platform on which they could beat Israel.
