Open your mouth and have a conversation. More specifically, say there's this fella you like. First, find out what his interests are and learn a smidgen about them. Then, the next time you hear him talking about the subject, join in the conversation with what you know. He will really appreciate you taking an interest and begin to notice you. The more you talk to him the better he will notice you. Make sure you smile when you see him and when you're talking and be casual and self-assured. Compliment him subtly. Eventually, if he does not ask you first, you should ask him to join you on a group outing, like to a party. If he agrees, then after a while you can move onto one-on-one dating. I think with these steps you should be quite successful!

Let me tell you what works for me. There's a guy at work who always smiles when he walks by my desk and makes eye contact whenever possible. Why? When I know he's coming I look up suggestively while pretending I'm still working, conveniently bend over to pick something up, lick & bite my lips while looking at him, and give him a smile and continue working. He's told me how much he enjoys it and it shows whenever he passes my desk. Try asking that someone special to help you with your work, homework, friends, etc. while standing close to him. Touch his arm while you're asking....they'll flex their biceps because they want you to know they are strong. Works like a charm.
