I recently heard that the Texas flag was the only other flag that was allowed to fly on the same level of the staff as the American flag. Can anyone let me know if this is true and the reason behind it?

Texas is the only state that used to be an independent country.

They are also the only state 'allowed" to have language permitting withdrawl from the USA in their state's Constitution.

Their history as a Country gives them the right to fly an equal flag.

There is no flag that should be flown higher than the American flag. All others should be flown lower.
