So he always is telling me how much he loves me, But once in a wile he does these stupid little jokes. Like he will be all "i want to brake up" And i will say why....but then he tells me he is kiding....Does he really want to....And is to scard to tell me...or is he really joking?

Since you knew it was a joke then why you so worried about it ? Unless you have sexual relation with him then you afraid. Otherwise, make this joke become real then dump him for a better man.

Tell him that the next time he says he wants to break up with you, that you'll beat him to the punch and break up with him. Then do it.
