You haven't told us anything about your work schedule, your financial situation, your lifestyle, your activity level, your home situation, etc. Any answers you get will just be uneducated guesses from children telling you their favourite dog - dogs that will probably be a terrible match for you.
The best thing you can do is visit a shelter or rescue group and see if a dog fits your needs. http://www.petfinder.com The next best thing is to watch a dog show - they are constantly on Animal Planet and USA and write down maybe 10 breeds that appeals to you. From there, visit http://www.akc.org and go to the "breed" area. On the left will be a link to the breed flyer, breed club, and breed rescue group. Click on each one and learn as much about the breed as possible.
From there if you decide you want a purebred puppy, read sites like

I'm also concerned with the 'not alot of money' comment. A small dog can be quite prone to injury. A $1000 emergency vet bill is not unheard of in the first fre years of a Toy breed's life. A $1000 is not a bad guess for what the dog will cost in a year, while s/he is young. If this is a problem, then hold off until you can afford one.

Can't really answer your question as everyone has their own preference on dog breeds. You didn't indicate if you wanted a long hair or short hair breed or how much time you have to spend with it daily. Are you looking for a companion dog that will sit on the couch and be petted or are you more of the outdoor type that wants a dog to go jogging with? Each breed of dog is different.
Why don't you go to your local animal shelter and see what they have. Not only do the have mixed breeds which are quite nice but they also have pure breeds that have been give up for adoption. The case workers should be able to help you select the perfect dog.

Westies are the best thing that will ever happen to you. West Highland White Terrier. They have lots of energy, and are affectionate and loving. They love going outside and are very friendly with other dogs. They are also great with children and will greet you with enthusiasm when you come home. But they do bark when left alone. Not while at home, but when they are tied up outside a resturant or in the car and you leave. They are the cutest things, and are so playful. They love going on trips with you. But warning: they do not play fetch. They are easily trainable and also friendly with other pets such as cats. They aren't that expensive either. I highly reccommend a westie. Best dog ever.

A mutt at the pound will save a great small dog. A lot of pure breeds are interbred causing the yepper dog, seizures, heart problems and the like. Place the dog of your choice on its back in your hands and if it is comfortable and lazy, that is the dog you want. A dog that is relaxed and not overactive or yeppy. Have a nice day and let your dog choose you.

Depends on what you mean by small. The Basenji is about the size of a fox terrier and they don't bark, at all! If you want something smaller, there is no such dog that wont bark. But with the proper training you can teach any dog to stay quiet. Good luck!

aside from price pet shops are a bad place to adopt a dog. they often get these pups from puppy mills. as for what would be the best dog for you i reccomend going to a shelter or small breed rescue. any dog will bark and be annoying if you don't train it. you can train small dogs to bark only when appropriate for your family. as with any pup i reccomend you read and reserch from breeders, akc sites, and you local humane society. they will match you with the best dog for your family and offer life long support for your pup. also the pup usually comes spayed or neutered, vaccinated, vet checked and temperment tested. they will also walk you through proper feeding, veterinary care, and offer training classes to make your pup the best friend your family ever had.

Chihuahuas are the best but they do bark alot. Most small dogs do, and small dogs come with big prices. You are not going to find a cheap one.

Check with the local animal shelter. Shih Tzus are a small breed that are not known to be "yappy" dogs. I only have one that really barks at all, but that is only when there is loud noises outside. (thunder, fireworks, etc.) I wouldn't trade my babies for the world.
At the shelters, they can tell you which dog seems to have the quieter personality. Good luck!!!

Whatever dog you decide on, Rescue it.. so many dogs need a good home. Most in rescues are not there because they are bad animals. They need homes.
Stay away from the pet stores and puppy mills.

Check the paper were you live for pomeranians, dachsunds, chiuaha how ever you spell it , and **** sues how ever you spell that too. Those are some small dogs. For further info you could got to puppyfind.com it lets you look under small dogs then you just select what search area you are looking for and put your state in their.
