No, not free, and not paid, for just the reason you want the information. It's Federal law that only certain people are allowed access to the information. Suppose you could, and you find out it's your best friend, then what? Confrontation, drama, police called perhaps. So, to get it, be a police officer, or a towing company with actual possession and a need to notify the owner you have it, or an insurance company with a claim. Drivers Privacy Protection Act 18 U.S.C. § 2721 et. seq. (Public Law 103-322) Section 2721. Prohibition on release and use of certain personal information from State motor vehicle records... You may wonder why the web pages can claim to get it for you for a fee. Some information is available. Some states allow you to opt in the give that information out. Others allow general information as long as it doesn't release confidential information like address, and California allows it if you pay them something like $5, then they send a letter to the owner, and if they agree, CA releases name, but not address. But for the reason you want it, no chance. You could try the more direct approach, and ask him since he IS your boyfriend.

buddy im not sure thats legal... if you have beef with the person or you got ina fight with him on the road then get over it dude.. its the new years have fun.. im sure he forgot all about it like you should... lets admit it .. getting in fights on the road is kinda fun if you look at it that way, i saw 2 idiots (a 30 year old and sum guy that looked 45ish) fighting for a lane, when they got to a red light they lowered their windows and started yelling at each other. I thought it would be funny to hold down my horn so they couldnt hear each other and it worked, then i followed the guy infront of me into the home depot parking lot beeping at him non-stop =) he got PISSED tho >.< Lighten up bro, its all goodddddd =)
