I used to be like that. I'd do anything but sleep. as in dance, sing, eat, read boring books. etc. Then one night I thought about the waves in the ocean and I was asleep within like 5 minutes. So I did that for about 2 weeks and now I can fall asleep just like THAT! You probably have a lot on your mind and you can't fall asleep. You gotta cear your mind and just relax. Also try getting more excersize during the day. If none of those help then maybe you should talk to your doctor. Also don't have a lot of sugary/caffene things like 2-3 hours before you go to bed because that will keep you up.

Do aerobics. I sleep instantly when I go to bed. I sleep only for 5 hours a night. Before I go to bed, I use The Step. Up and down for 15 minutes. Then again when I wake up. I feel like I am revved up all day.

try getting more exercise during the day and eating a healthy, well balanced diet. the more you activity you do during the day, the better you will sleep. there is a natural hormone sold in pharmacies that you can take that will help you feel sleepy and sleep better. it's called melatonin. follow the directions on the bottle. it will help you develop a sleeping pattern. if this issue persists, visit your doctor to find out if there is a medical reason for the unrest like undiagnosed diabetes, or high blood pressure.
good luck
