NASCAR has installed electronic scoring "loops" in segments around each track. The car that would be considered the winner prior wreck would be the one in the lead at the previous scoring loop.

By the NASCAR rule book the winner must have completed the required race distance for a victory, even if it means limping the car the whole way. A good example of this is back in the 60's when Ned Jarrett I think it was had a 14 lap lead over the field but had the car break. All of the field had to make up those 14 laps after he was off of the track before the lap count would continue.

Not a good chance of ALL the cars wrecking at the same time, but if it did happen, the person in the lead when it happened would win. However, I am sure someone would be able to repair their car and finish the race.
