No not all at this time,but maybe one day they all will be.
Usually Nickel cadmium batteries are rechargeable, or some battery power packs such as cell phones and the such. It should tell you if it is rechargeable.

No, only batteries marked rechargable can be safely recharged in a battery charger. If you try to recharge a non-rechargeable battery with a charger that claims to charge any battery, you're taking your life into your own hands.

It depends on the charger type. We have a charger here called Rezap Battery Doctor and it recharges batteries that the other chargers don't. You can get up to 3 uses per standard battery. I don't know if they are available in the US though.

No...only rechargable batteries are rechargable...you can get them from radio shack
